I am inclined to believe that the “someone” being referred to here is a Sponsor. If so, it needs to be said loud and clear that PSAs are human beings who have their own feelings and sensibilities. Therefore, you can only reassign a PSA to a Sponsor in her own country if you sincerely believe that the PSA will not mind your action.
